James Stuart Gilmore III was born October 6th, 1949 in Richmond, Virginia. After attending the University of Virginia, Gilmore enlisted in the United States Army and served in West Germany as a counterintelligence officer.

Gilmore received his law degree from University of Virginia Law School in 1977 and was elected Attorney General in 1993. He became Governor of Virginia in 1997 to 2002. During his time as governor, he enacted the largest tax cuts in Virginia’s history for military citizens and a 20 percent tuition cut for higher education. He also established over 4,000 public teaching positions for the state.

Jim Gilmore is married to Roxane Gilmore and has two children. He is also CEO of the Free Congress Foundation, which is a conservative research institute, and a chairman of the National Readiness on Readiness & Preparedness to support homeland security efforts.
